★Employee Benefit Research Institute (EBRI)：
"Employee Benefit Research Institute (EBRI) is the only nonprofit, nonpartisan organization committed exclusively to data dissemination, policy research, and education on economic security and employee benefits."
在籍させていただいていた恩義があるので、トップに置かせてもらいました。
non-partisanの立場を取り、政策提言を行わず、議会に提出された法案、他のシンクタンクの提案、Employee Benefitに関する実態等について計量的分析を行う。毎月、"Issue Brief"と"Notes"でその分析結果を公表している。
ここの"What's New"のサイトは、行政府、議会、その他機関が公表した重要なレポートにリンクを張っているので、要注目。
The American Enterprise Institute (AEI)：
"The American Enterprise Institute for Public Policy Research is dedicated to preserving and strengthening the foundations of freedom - limited government, private enterprise, vital cultural and political institutions, and a strong foreign policy and national defense."
幅広いテーマ設定の中の一つとして、雇用問題、医療政策に焦点を置いている。
Bipartisan Policy Center (BPC)：
"The Bipartisan Policy Center (BPC) is a non-profit organization that was established in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell to develop and promote solutions that can attract public support and political momentum in order to achieve real progress. "
4人の上院議員OB、しかも超党派で政策提言をすることで、実現性の高い内容を目指している。超党派で取り組むのにふさわしい、財政、社会保障などのテーマを扱っている。
★The Brookings Institution：
"The Brookings Institution functions as an independent analyst and critic, committed to publishing its findings for the information of the public."
最近はnon-partisanの立場を取りつつあると言われているが、ことSocial Security、労働政策については民主党よりも左かもしれない。Social Securityの個人勘定創設の是非を巡っては、Prof. Henry Aaronが反対派の代表格となっている。
★The Cato Institute：
"The Cato Institute seeks to broaden the parameters of public policy debate to allow consideration of the traditional American principles of limited government, individual liberty, free markets and peace."
上記Brookingsとは対照的に、小さな政府、自立自助を徹底することを、あらゆる分野で提唱している。Social Securityについても、個人勘定創設賛成派であり、常にBrookingsと論戦を行っている。また、Social Security専門のWebsiteも運営しており、登録しておけば、毎週、Social Securityに関するニュースレターを送ってくる。
Center on Budget and Policy Priorities (CBPP)：
"CBPP is a nonpartisan research organization and policy institute that conduct research and analysis on on a range of government policies and programs, with an emphasis on those affecting low- and moderate- income people."
予算・税が関連する問題、福祉政策、Social Security、低所得者対策等に焦点を当てている。
★ Health Reform's Medicaid Expansion：PPACAの下でのMedicaid拡充策について、州ごとに動きをトレースしている。
Center for Economic and Policy Research (CEPR)：
"CEPR was established to promote democratic debate on the most important economic and social issues that affect people’s lives."
経済全般にわたって分析を行っているが、Social Security、税制に力を入れている。
Center on Federal Financial Institutions (COFFI)：
"COFFI promotes coherent and effective public policy decisions concerning federal lending and insurance activities."
連邦政府の貸付事業、保険事業に関する分析、情報提供を行っている、とてもユニークなシンクタンク。PBGCの概要、保険料に関する情報は、ここに詳しく説明されている。
The Center for Responsive Politics：
"The Center for Responsive Politics is a non-partisan, non-profit research group based in Washington, D.C. that tracks money in politics, and its effect on elections and public policy. The Center's work is aimed at creating a more educated voter, an involved citizenry, and a more responsive government."
政治資金の流れと、その選挙、政策決定への影響を調査、公表することにより、健全な投票者を育成することを目的としている。大スポンサーは、The Ford Foundation、The Pew Charitable Trusts、The Carnegie Corporation、The Joyce Foundation。
★Center for State and Local Government Excellence：
"The Center’s mission is to promote excellence in local and state governments so they can attract and retain talented public servants."
州政府、地方自治体の退職給付、医療保険プラン、雇用、報酬などに関するリサーチを行っている。
★The Commonwealth Fund：
"The Commonwealth Fund is a private foundation that aims to promote a high performing health care system that achieves better access, improved quality, and greater efficiency, particularly for society's most vulnerable, including low-income people, the uninsured, minority Americans, young children, and elderly adults. "
1人の女性篤志家が創設した研究所で、幅広い角度から、医療制度について研究調査、政策提言を行っている。
Economic Policy Institute (EPI)：
"The Economic Policy Institute is a nonprofit, nonpartisan think tank that seeks to broaden the public debate about strategies to achieve a prosperous and fair economy.
"
経済政策全般が対象となっているが、労働政策、賃金、Social Security、Medicareに焦点を当てている。民主党寄り。Mailing Listがあり、登録しておくと、月刊のEPI Newsが送付されてくる。
また、"JobWatch"というサイトで、労働市場全般の状況について、随時、レポートを公表しており、それ専用のMailing Listもある。
Economic Strategy Institute (ESI)：
"The Economic Strategy Institute (ESI) is a private, non-profit, non-partisan public policy research organization dedicated to assuring that globalization works with market forces to achieve maximum benefits rather than distorting markets, and imposing costs."
貿易問題中心のシンクタンクだが、アメリカ国内経済の問題も扱っている。Websiteの更新頻度はよろしくない。
★Employment Policy Foundation (EPF) ：
EPF's "mission: to shape the direction and development of U.S. employment policies by providing policymakers, the media and the public with timely, high quality economic analysis and commentary."
雇用政策に関する分析・調査、提言を行う。Mailing-listあり。タイミングよく提言を公表するので、時々チェックするとよい。
Heritage Foundation：
"The Heritage Foundation is to formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense."
CATOと並ぶ共和党寄りのシンクタンク。幅広いテーマ設定の中で、労働市場、Social Securityにも力を入れている。Social Securityの個人勘定創設に賛成。Mailing Listあり。
The Institute for International Economics (IIE)：
"The Institute for International Economics is a private, nonprofit, nonpartisan research institution devoted to the study of international economic policy. "
国際関係が中心だが、労働問題、失業問題についても研究を行っている。
National Academy on an Aging Society
"The National Academy on an Aging Society is a policy institute of The Gerontological Society of America with a mission to promote innovative and responsible thinking on issues arising from the aging of our society."
人口の高齢化に関する専門研究機関。
★National Bureau Of Economic Research (NBER)：
"The NBER is a private, nonprofit, nonpartisan research organization dedicated to promoting a greater understanding of how the economy works. Our research is conducted by more than 600 university professors around the country, the leading scholars in their fields. "
言わずと知れた超有名シンクタンク。ここに掲載されるworking papersは、世界中の学者が見ている。Mailing listに登録しておけば、新しく掲載された論文のタイトルがe-mailで送付されてくる。Websiteには要約しか掲載されておらず、本文を読むためには、カードで決済してダウンロードする必要があるが、５ドルととても安い。
The National Center for Employee Ownership (NCEO)：
"The National Center for Employee Ownership (NCEO) is a private, nonprofit membership and research organization that serves as the leading source of accurate, unbiased information on employee stock ownership plans (ESOPs)."
ESOPに関する情報を専門に提供しているWebsite。Mailing-listに登録しておくと、毎日、レターが送られてくる。Enronの破綻でESOPに制約を設けようという立法の動きがあり、現在、防戦に必死。
National Center for Policy Analysis (NCPA)：
"The NCPA's goal is to develop and promote private alternatives to government regulation and control, solving problems by relying on the strength of the competitive, entrepreneurial private sector."
医療政策、税制、Social Security、福祉政策に力を入れている。市場原理、個人の自立を基本として考えている。mailing-listあり。
Policy Simulation Group：
The Policy Simulation Group is "Specializing in the use of computer simulation to estimate the implications of private-sector and public-sector policies in the portfolio management, health insurance and pension areas"
とてもユニークな政策分析機関。企業年金、医療保険、Social Securityに関する政策のシミュレーション分析を行う。特に、ここが有料で提供している"SSASIM"は、SSA, AARP, GAO, EBRI, IMFを含め、多数の機関が資金を提供して維持されている、公的年金に関するシミュレーション・モデルとして有名。
RAND Corporation：
"Initially, RAND (the name of which was derived from a contraction of the term research and development) focused on issues of national security. Eventually, RAND expanded its intellectual reserves to offer insight into other areas, such as business, education, health, law, and science."
外交政策に強いシンクタンクだが、医療保険改革が重要な政策課題となることを見越して、2008年に、新しいサイト★"COMPARE
"を立ち上げた。
Social Security Network (Century Foundation)：
"The Social Security Network is the source for information, analysis, and expert commentary on Social Security debate."
Century Foundationが運営するSocial Securityに関するWebsite。Brookingsと同様、Social Securityの個人勘定創設には反対の論陣を張っている。"The Players"というSiteでは、Social Securityについて活動を行っている人、機関のリストを掲載しているが、個人勘定賛成派は掲載されていない。
Social Security Privatization and Reform, a Cato Institute：
"On August 14, 1995, the Cato Institute launched its Project on Social Security Privatization, the largest undertaking in the organization's history. The objective of the project is to formulate a viable blueprint for privatizing the Social Security system. "
CATOが運営しており、Social Securityに個人勘定を設けるべきとのキャンペーンを行っている。上のCentury Foundationとは、いつも競って論文、情報を掲載している。Mailing-listに登録しておくと、毎週、Social Security Thisweekが送られてくる。
TIAA-CREF Institute：
"The mission of TIAA-CREF Institute is to broaden and strengthen TIAA-CREF’s longstanding leadership role in supporting lifelong financial security for individuals and their families."
一生涯の収入確保のための調査、政策提言を行っている。企業年金、医療保険等が中心テーマとなっている。
The Urban Institute：
"The Institute's goals are to sharpen thinking about society's problems and efforts to solve them, improve government decisions and their implementation, and increase citizens' awareness about important public choices."
国内の経済、社会政策全般を対象にしており、労働市場、企業年金、医療保険等も含まれる。所長のRobert D. Reischauerは、BrookingsのAaronと並んで個人勘定創設反対派の旗頭。
W.E. Upjohn Institute for Employment Research：
"The W.E. Upjohn Institute is an independent, nonprofit research organization devoted to finding, evaluating, and promoting solutions to employment-related problems. "
ミシガンにある労働問題専門のシンクタンク。1930年代の大不況時代に、実業家Dr. W.E. Upjohnが創設した基金がルーツというユニークな機関。Mailing-listあり。
日本政策投資銀行 ワシントン駐在員事務所：
"多様な政策分野における情報収集・分析を行い、本支店を通じて国内の皆様に情報提供をさせて頂いております。 "
政策動向について、ワシントントピックス、駐在員レポート等を通じて、情報提供している。
三菱東京UFJ銀行 ワシントン駐在員事務所：
アメリカ経済の動向について、駐在員レポート等を通じて、情報提供している。登録をお願いすれば、レポートの発行時にメール配信してもらえる。
独立行政法人 労働政策研究・研修機構：
"内外の労働問題や労働政策について総合的な調査研究等を行うとともに、その成果を活用した行政職員等に対する研修を実施することにより、労働政策の立案や労働政策の効果的で効率的な推進に寄与し、労働者福祉の増進と経済の発展に資することを目的とします。
"
日本の厚生労働省が所管する調査機関。アメリカの労働市場の基礎的な情報は、ここから得られる。内容が少し雑だが、大まかな理解を得るには便利なサイト。
経済レポート専門ニュース<アメリカ経済>： 
"ビジネスパーソンに新鮮な経済レポートを毎日ご紹介する経済レポート専門ニュース・サイト"
様々な分野の専門家が自らのレポートを登録する「経済レポート専門ニュース」。アメリカ経済のサイトは上記の通りだが、日本の「雇用/人材/労働」のサイトもある。
